Python UnicodeDecodeError: 'ascii' codec ne peut pas décoder les octets 0xe2 ordinale pas in range(128)

Je suis en train d'écrire ma première application sur Google App Engine avec Python (lien de l'application: http://contractpy.appspot.com/ - c'est juste une application expérimentale). L'ensemble du code est ci-dessous.

Mais, quand je soumettre les données, j'obtiens cette erreur (montré sur les journaux):

Ligne 265 est dans ce bloc si:

J'ai essayé de faire des changements, lire les mêmes awnswers (comme cette ou cette), mais rien n'y fit. Je ne peux pas comprendre, dans ce code, ce qui ne va pas. Quelqu'un peut-il comprendre ce qui est à l'origine de cette erreur et comment la corriger?

J'utilise Python 2.7.
